Shafia M. Monroe, Founder of International Center for Traditional Childbearing ~ Portland, Oregon

Shafia M. Monroe is the Founder and President of International Center for Traditional Childbearing (ICTC) and community activist devoted to infant mortality prevention, breastfeeding promotion, and increasing the number of midwives of color.

Miss Shafia's approach is rooted in African Midwifery Traditions, where the midwife educated the community, and focused on holistic practices to bring families together in order to ensure the health of the mother and child. Miss Shafia serves in the legacy of midwives that come out of the old South.
In addition to being a Certified Midwife by the Massachusetts Midwives Alliance, she is also a Childbirth Educator, a Doula Trainer, and mother of seven children. Shafia M. Monroe is a health activist, organizer, and international speaker. She holds a BA in sociology, with a concentration in medical sociology, from the University of Massachusetts. Monroe is the founder and President of the International Center for Traditional Childbearing (ICTC); the nation’s first Black midwifery training, breastfeeding promotion and capacity building non-profit organization, headquartered in Portland, Oregon.

Shafia is the visionary behind the prominent Black Midwives and Healers Conference that brings midwives and other health care providers together to galvanize resources and implement strategies for reducing infant mortality and strengthening families. In 2006, the Black Midwives and Healers Conference received a Proclamation from Oregon’s Governor Ted Kulongoski. In 2007 she authored the Black Midwives and Prenatal Providers Directory-Essential Recipes and Words of Wisdom for Expecting and New Parents.
Though born in Boston, Massachusetts, she recognizes her Alabama roots and practices the Southern style of healing, using the laying on of hands, herbs and prayer for pregnant women, newborns and their families. As early as seven years of age Shafia realized she had been called to be a healer. At eighteen years old she became involved with the midwifery home birth movement and witnessed the under-representation of women of African descent as midwives and doulas. This was the beginning of her organized outreach efforts, not only to recruit and train Black midwives as a method of reducing infant mortality, but also to encourage women to consider home birth and midwifery services as a tool for empowerment.
Monroe formed the Traditional Childbearing Group in 1976, in part because of the need for better health within Boston's Black community, but also because White women dominated the field and opportunities for aspiring Black midwives were few and far-between. Monroe was profiled in the book “Granny Midwives and Black Woman Authors" for her ground breaking work in training African American midwives in Boston, Massachusetts, her hometown.
Monroe's African spiritual and ritual-based practice was also chronicled in a photographic essay in the Boston Globe before her move to Portland in the early 1990s. For over twenty years, Shafia has successfully reached out to Black women from every walk of life and has served as a midwife for thousands of women. Shafia has conducted countless childbirth classes, breastfeeding promotion classes, parenting classes and worked on legislation with others to help bring the services of midwives to all women.
Along with the Creator's blessing, Monroe attributes her success to incorporating African and Southern outreach traditions; aiding families in communicating with their health care providers for quality health care, infant mortality reduction and sustained breastfeeding. Her midwifery training model has been embraced by members of different backgrounds, cultures and nationalities because of its traditional perspective and its foundation of cultural competency.
As a president and founder she tours the country presenting on an array of subjects to promote midwifery in communities of color, to increase breastfeeding rates and improve birth outcomes in communities of color.
Her speaking audiences encompass many diverse organizations, academic institutions and individuals, including: Rikki Lake, Black Men’s Coalition, Albina Rotary Club, Oregon Health and Sciences University, The African Women’s Coalition, State of Oregon’s Tobacco Advisory Committee, San Francisco Healthy Birth Initiative, California Black Parenting, Inc., ACNM Midwives of Color Association, Minnesota’s Phillips Powderhouse Cultural Wellness Center, The 4th Annual Muslim Women’s Conference, National College of Naturopathic Medicine, Oregon Health Sciences and University, Harlem Birth Action Committee, Midwives Alliance of North American, Midwifery Today Conference, Portland State University, Universite De Libre in Colombia (South America), Black Women and Wellness Inc., Yele, Sierra Leone (West Africa), The Birth Congress—Water Birth International, High Schools, National Conferences, and many more.
Monroe’s work to reduce infant mortality and promote midwifery has earned her numerous awards:

- Women Making History in Portland’s- A Mural - City of Portland, OR, 2007

Ms. Monroe's ongoing and tiredless efforts to advocate for women to have quality birth choices, and improve the outcome of their newborns, is second to non. Her credentials speak for themself. Therefore, I nominate Shafia Monroe for the Red Dress Angel Award. I strongly believe we need to celebrate her committement and successes in improving the health and wellbeing of women, especially in the underserved communities. She is truely an angel.

I believe what Shafia is doing for Mother's and their unborn children is a wonderful thing. It's bad enough going through pregnancy without someone by your side, but can you imagine going through labor with no one there to help support and comfort you? I can tell you, it's a horrible feeling. So thank you Shafia for helping the Doulas and Midwives in MN.

Mrs. Shafia Monroe is a light empowering women to recognize the healer in themselves. During our doula and midwife training, she not only guided us on how to comfort the body, she also showed us how to soothe and heal the soul.

Shafia Moore exemplifies leadership in to the African, African American and other communities such as women in South American receiving very little and sometimes no pay. Shafia sacrifice, is driven by the alarming rate of death to children of these descents. Beginning with her ground breaking organization to her commitment to eliminate the devastating outcomes of the children conceived into poverty. Poverty that is due to disenfranchisement caused by poor educational systems that failed them as children. As well as women who face oppression and stress in their work places daily. She has and currently travels through out Africa and South American and with in the United States presenting, training and teaching midwifery to future Doulas ( Birth Partners) and the communities they work and live in. She has motivated me and others to push for the support of women and families with children to do what we can even when there will be no income for us. The work and research she has done will contribute to the current changes and future changes in the Early Childhood field. Shafia, exemplifies leadership in the field of prenatal care and midwifery and family support . Sincerely, Maryann Robinson

I viewed this tribute to the inspiring work of Shania Monroe because I read a quote in an Amnesty International paper on maternal mortality. Lack of access for women of African ancestry (and other groups) would be remedied. I think even with access, hospitals and clinics disregard the kind of care Ms. Monroe offers (from what I gather here). For example, she gives herbs instead of medications and spiritual support instead of a rational approach. Sadly, my own daughter and her friends don't view their pregnancies and births as beautiful, mysterious, primal events. I felt so touched by my own. My wish for the future is that Traditional Practice gains more funding and respect, so more women and babies can be healthy and bonded.

I am a midwife currently doing a short term contract in Senegal West Africa. I have the honor of studying with Shafia during my early years as an apprentice midwife. Shafia,, always the motivator, inspired me to go on to complete my CNM so that we could widen our base of humanistic birthing services to women in our communities who did not have ready disposable income for homebirths and had to rely on the often disjointed and alienating services of institutional care. Shes always been one of my sheroes and inspiration. I/we who stand for eliminating disparities and access to health care for all salute Sis Shafia

Shafia MOnroe has done more to support pregnant families and reduce infant mortality than anyone else I know of - not only in the US but globally in Africa (Sierra Leone and Latin America (Columbia). She also is a great mentor to young students, encouraging and preparing them to enter the field of midwifery and other areas of health care. Her doula training courses (to assist pregnant families) should be implemented nation-wide to ensure good birth outcomes.

Praising the work of Sis Shafia... deepest thanks for enlightened midwifery!
Thursday, April 22, 2010 4:54 AM
Ms Monroe is a leader. Her hands-on, nurturing common-sense model of care may seem "backwards" in the United States. But think about the risk factors associated with poor MCH outcomes. Midwifery care works so well because midwives are very effective with patient compliance. The social distance between mothers and midwives is much smaller than that between mothers and physicians. Mothers bond with midwives. Thank you, Shafia for your fabulous work!
Thursday, April 22, 2010 5:37 AM

Shafia is a model midwife, community activist and woman. She knows the heart of what is possible for women of any age, race, or tradition and needs to be recognized for young women especially, and mothers, to see what is possible if they let go of the media life and follow their roots. Our strength in birthing the next generation, without more separation of class and race, will come from recognizing people like Shafia. I vote for her. For our future.
Thursday, April 22, 2010 11:45 AM

She provided doula services when women needed it the most. Her and ICTC have been able to empower women from Africa to share their knowledge and their ways for caring for their pregnant women and newborns. She is a model for many of us, newly immigrants in Portland, Oregon. She has a heart to embrace other women and make them feel at home. She is what we call in West Africa, an Amazone .

Thursday, May 06, 2010 4:31 PM
Shafia was my midwife when I was pregnant with my child. She empowered me to be in control of my labor and to be the expert on my own body and what I needed to give birth naturally to My Child. After my child was born, I decided I wanted to become a midwife and trained briefly at the ICTC. I later decided that maybe midwifery wasn't for me ( I wasn't as smart and bold and spiritual as Shafia) but, I have a strong respect for the profession of midwifery because of my experience with Shafia and the ICTC. She really deserves this award.

Shafia's humanitarian work is far-reaching. Following my one-woman show (Force of Nature) & educational program about childbirth at Lewis & Clark College, Shafia was a panel member at two different times. Her brilliant and experiential knowledge enlightened all of us! She is a powerful and authentic presence actively contributing to the well-being of all women, newborns, and families.

I am honor to be nominated for this award because it highlights the important work of the International Center for Traditional Childbearing, for reducing infant mortality, promoting breastfeeding and increasing the number midwives and doulas of color. My winning will be a victory for the mothers, fathers and the babies; because every baby deserves to live past age one.
